Monk's Hood, also known to me as aconite, wolf's bane, or blue rocket, it is and extremely poisonous herbaceous plant. It is in the same family as Hellabore and Delphinium (Ranunculaceae) which are also known toxic plants.

Are you asking about the Zanzibar Spinach or the Water Plantain?

The answer is both. I remember seeing the seeds listed in the seed catalogs when I was into vegetable gardening. I even think I remember trying to grow it one year or at least thought about it. Some species of the Water Plantain are can be used for food; it is/was also used in Chinese and Native American medicine.
